Ant Financial, an affiliate of Alibaba, a Chinese internet giant, raised $4.5 billion, largely from state-backed investors—the biggest-ever private-funding round for a tech company. Ant runs Alipay, which handles more than half of China’s online payments, and a range of other financial services. The funding gives the firm a valuation of about $60 billion.
