China voices "deep concerns" over U.S. ruling on solar panel probe
China's Ministry of Commerce on Saturday expressed its "deep concerns" over a preliminary ruling made by the U.S. International Trade Commission that Chinese enterprises are harming the U.S. solar panel industry.
The ruling allows the U.S. government to continue an investigation that could lead to both countervailing and anti-dumping duties on solar panels and modules from China.
China says the ruling was made without sufficient evidence showing U.S. solar panel industry has been harmed, and hopes that the U.S. side will objectively analyze the reason why some of U.S. solar panel firms lack competitiveness.
The trade tension comes at a time when the United States is seeking to boost technology exports to revive its economy and cut high unemployment.

BRICS reach consensus for joint efforts to tackle urbanization challenges
Five fast-growing emerging economies on Saturday agreed to enhance local-level collaborations and join hands to tackle urbanization challenges.
That was according to a cooperation declaration, issued Saturday at the first BRICS Friendship Cities and Local Governments Cooperation Forum.
The forum, which closed Saturday in Sanya of south China's Hainan Province, brought together politicians, scholars and business people from the BRICS countries -- Brazil, Russia, India, China and South Africa -- to exchange views on issues of shared concern and discuss future cooperation.
The five-country bloc also decided to make the forum an annual event as a supporting activity of the BRICS Leaders Meeting.
The second forum will be convened in India next year, according to the declaration.

Egyptian Islamist forces win 60 pct of votes in 1st stage parliamentary elections
Egypt's first stage parliamentary elections saw Islamist forces winning around 60 percent of votes.
The Islamist forces are represented mainly by Muslim Brotherhood's Freedom and Justice Party and the Salafist's el-Nour Party.
They were followed by the Egyptian Bloc, which includes Free Egyptians Party, Al-Tagammu Party and the Egyptian Social Democratic Party.
The exact results have not been officially released by the High Judicial Elections Commission.

Russia starts parliamentary elections
Russia's sixth parliamentary elections have kicked off in the Far Eastern regions of Kamchatka and Chukotka. A total of seven political parties are competing for 450 seats in the State Duma, the lower house of the parliament.
Local media said that some 55 percent of the 110 million eligible voters are expected to cast their ballots.
Seven political parties are competing in the elections including the ruling United Russia party, the main opposition the Communist Party, and the Liberal Democratic Party of Russia.
Some 3,000 candidates have been registered on the federal lists.

Venezuelan president hails founding of new regional bloc
Venezuelan President Hugo Chavez has hailed the creation of a new bloc that groups 33 Latin American and Caribbean countries, calling it a major milestone for the region's development and sovereign policy.
Chavez made the remarks when addressing the opening session of a summit of the Community of Latin American and Caribbean States, CELAC.
He urged CELAC member countries to surpass political, cultural and economic differences and achieve the newly-formed bloc's goals.

Chinese president congratulates founding of CELAC
Meanwhile, Chinese President Hu Jintao has sent a message to Venezuelan President Hugo Chavez and Chilean President Sebastian Pinera to congratulate the founding of CELAC.
In his message, Hu said that the establishment of CELAC is a major milestone in regional integration and that China appreciates the positive role of Latin American and Caribbean countries in international and regional affairs.
He added that China is willing to work with CELAC and other countries in the region to build and develop a comprehensive cooperative partnership of mutual benefit and common development through the strengthening of dialogue, communication and cooperation.

Hillary Clinton challenges Myanmar to continue reforms
Secretary of State Hillary Clinton says the United States will reciprocate when Myanmar takes actions to further "the momentum for reform and democratization" in the Southeast Asian nation.
The top U.S. envoy told the CBS TV network before concluding her two-day visit to Myanmar that she had seen "some positive changes" and heard "some encouraging commitments," but there is still "so much to be done" in the country.
The new government in Myanmar, which took office on March 30, has been pushing for political and economic reforms in the country, including the release of political prisoners.
Clinton was the first U.S. secretary of state ever to set foot on Myanmar in more than half a cencutry.

UN chief to travel to Bonn for Afghanistan Conference, Durban for Climate Change Conference
UN Secretary-General Ban Ki-moon will travel to Durban, South Africa, this weekend, to attend the conference of UN Framework Convention on Climate Change.
Ban is expected to call on states to contribute to long-term climate finance funds for developing countries like the Green Climate Fund, which is aiming to raise 100 billion U.S. dollars for sustainable development ventures by 2020.
The Momentum for Change Initiative, designed to demonstrate how public and private sectors are already working together to fight climate change, will be launched on Dec. 6 in the conference host nation.
