U.S. Secretary of State Colin Powell is seeking a new U.N. resolution to get more countries to send troops to Iraq. But some of the countries in the best position to help out want the U.N. to share more control over Iraq’s affairs, and that’s something the U.S. says it won’t give up. Andrea Cople has the story.

As U.S. flags flew at half-staff around the world in solidarity with the U.N., Secretary of State Powell met with U.N. Secretary General Koffi Anan to seek support for more international troops in Iraq.

Administration officials say Powell presented the broad outlines of a possible U.N. resolution, which the U.S. hopes could give reluctant countries like India, France, and Germany necessary political cover to send troops to Iraq. The resolution could also include a call for countries to donate money, to unfreeze Iraqi assets and a warning to Iraq’s neighbors to keep Jihads out. But a key stumbling block continues to be U.S. reluctance to cede any power in Iraq.

One idea, which U.S. officials believe, could make this proposal more palatable, for the 25-member Iraqi Governing Council, to make the official request for more troops.
