There are prices that appear too good to be true, and they are. At a 75 percent discount to the genuine article, pirated CDs like these are the subject of intense discussion at the APEC Forum in Bangkok. And the shop owner knows it. But despite this shop shutting down, pirated items are still readily available.
UNIDENTIFIED MALE
I bought CDs, DVDs, VCDs and just like clothes, you know, T-shirts.

One of the main problems facing media and software companies is that the digital age has allowed piracy to flourish to the stage where whole industries are under threat. The problem is most severe in developing countries, where low cost overrides concerns about theft of intellectual property.
This APEC meeting is a chance for business leaders to rub shoulders with the leaders of countries. But for those whose businesses are threatened by piracy of music, movies and software, it’s a chance to push for tougher legislation to combat the problem.
One example is the licensing of machinery used to produce optical disks. These business leaders also want more education to show consumers that digital piracy is not just stealing from artists and the companies who pay them, but it also jeopardizes their own country’s economic growth.
CRAIG MUNDIE, MICROSOFT SENIOR VICE PRESIDENT
I think if we don’t get this to be treated more uniformly, you’ll gradually see a diminishment of R&D spending and with that a slowing in the rate of invention. And that won’t be good for any of the countries.

The United States top trade official sees new steps like licensing as an example of something concrete to emerge from APEC. But he has a warning to those countries not seen to be doing enough.
ROBERT B. ZOELLICK, U.S. TRADE REPRESENTATIVE
The people want the United States to keep its markets open for the growth in this region. And I certainly am one of those people who want to do that. We need to have some fair play and intellectual property protection as well.
