Fed Chairman Alan Greenspan did warn the US Congress that even in the event of a war, and a war being resolved, the US economy could be still remain weak. Kathleen Hays now takes a closer look at his half-year testimony.

Federal Reserve Chairman Alan Greenspan is betting the economy is going to pick up steam this year, once worries about a looming war with Iraq are gone and businesses start investing again. But he also told Congress there is a risk this forecast is wrong, because intensifying geopolitical tensions are making it especially difficult to get a clear view of the economy’s pathway.

If these uncertainties diminish considerably in the near term, we should be able to tell far better whether we are dealing with a business sector and an economy poised to grow more rapidly, our most probable expectation, or one that is still laboring under persisting strains and imbalances that have been misidentified as transitory.

Despite his worry that the economy’s weakness may persist once the issue of a war is resolved, Greenspan said it does not need the kind of short-term boost being hotly debated in Congress.

We, I think, spend more time than I think is productive in figuring out how to get the economy to move in a certain way in a very short run, rather than focus on long-term. And if we do that, I suspect the short term will largely take care of itself.

Instead, he urged Congress to reign in government spending and make sure that any future tax cuts do not cause the budget deficit to spiral out of control. Restraints that are critical in view of the fact that baby-boomers will soon be retiring in droves, putting big demands on social security and Medicare. Greenspan also said he favors eliminating the tax on stock dividends, the keystone of the president’s economic plan, as long as there’s a way to do it without boosting the budget deficit.
