President Xi Jinping Holds Talks with President Truong Tan Sang of Vietnam, Stressing China and Vietnam Should Unswervingly March along Path of Friendly Cooperation
On June 19, 2013, President Xi Jinping held talks with Vietnamese President Truong Tan Sang at the Great Hall of the People. The two heads of state exchanged in-depth views on deepening China-Vietnam comprehensive strategic cooperation in the new situation and reached broad consensus in a friendly and candid atmosphere.
Xi Jinping stressed that China and Vietnam are important neighbours and cooperative partners for each other. 60-plus years of bilateral relations revealed us the most important point that both sides should unswervingly march along the path of friendly cooperation no matter what problems and distractions occurred .
Xi Jinping emphasized that China is now striving for the goals and tasks set by the 18th National Congress of the Communist Party of China and therefore requires peaceful and stable surroundings. China attaches great importance to developing relations with Vietnam and will firmly adopt the fundamental policy of developing friendly relationship with Vietnam. The China-Vietnam relationship is at a critical stage of development between the past and the future. In face of complex and profound changes of international political and economic patterns, the two sides should follow the correct direction of the development of the relationship between the two parties and the two countries, unswervingly cement and promote China-Vietnam friendship in accordance with fundamental interests of both sides as well as the future of the two parties and the two countries, increase strategic mutual trust, properly handle differences and not let China-Vietnam relationship deviate from the correct course.
Truong Tan Sang said that Vietnam and China enjoy a deep traditional friendship, which is the treasure of the two peoples and serves as the firm foundation for future development of bilateral relations. The party, the government and the people of Vietnam will never forget the support and assistance of China, hoping that the Chinese people will make greater achievements on the path of building socialism with Chinese characteristics and realize the goal of building a comprehensive well-off society. In face of the international situation undergoing complex changes, Vietnam is willing to work with China to strengthen good-neighbourly friendship and comprehensive cooperation, to enhance mutual trust, to properly handle differences, to carry forward traditional friendship and to push for a better development of bilateral relationship so as to create sound surroundings for their respective development.
The two heads of state agreed that China and Vietnam are both in a crucial period of economic and social development and the two sides each view the other's development as an opportunity of its own. Both sides need to further deepen comprehensive strategic cooperation.
First, to maintain high-level exchanges, to enhance strategic communication, to exchange views in a timely manner for major issues regarding bilateral relations. To push forward party-to-party exchanges and to share experience on state governance.
Second, to continue to display the important role of the China-Vietnam Steering Committee for Bilateral Cooperation and to promote practical cooperation in all fields in a coordinated manner. To well implement the Action Plan for Implementing the China-Vietnam Comprehensive Strategic Cooperative Partnership between the Government of the People's Republic of China and the Government of the Socialist Republic of Vietnam and to upgrade the level of cooperation in the fields of diplomacy, national defense and law enforcement.
Third, to strengthen strategic coordination on the economic development of the two countries, to step up the implementation of the Five-Year Plan for the Development of China-Vietnam Economic and Trade Cooperation (2012-2016), to promote cooperation in the fields of transportation, energy, agriculture, processing and manufacturing and service industry and to explore ways to implement cooperation projects of infrastructure interconnection. To take effective measures to push for a balanced and stable growth of bilateral trade and to strive to realize in advance the goal of $ 60 billion in bilateral trade for the year 2015. The Vietnamese side welcomes investments from Chinese businesses.
Fourth, to expand friendly exchanges and to work together to ensure the success of the 2nd China-Vietnam youth gala program and other events to be held in China in the second half of this year. To broaden cooperation in the areas of culture and education, and to set up a cultural center in each other's country as soon as possible. To increase publicity for China-Vietnam friendship and to create a good environment for the development of bilateral relations.
Fifth, to step up multilateral cooperation and to safeguard common interest. Both sides are willing to work with other ASEAN countries to upgrade the China-ASEAN strategic partnership to a new high.
On the South China Sea issue, Xi Jinping stressed that China and Vietnam should bear in mind China-Vietnam friendship and the development of the two countries by the spirit of being responsible for the history and the people, be determined to guide and push for a political solution to the South China Sea issue and prevent it from disturbing the bilateral relations. The key lies in maintaining stability and promoting cooperation. Both sides should adhere to pushing forward bilateral negotiations and friendly consultations, not taking any unilateral action that may complicate and extend the dispute so as to avoid the issue becoming internationalized. China is willing to work with Vietnam to increase the intensity and frequency of negotiations between the working groups for sea waters out of the mouth of Beibu Bay, striving to conduct joint development and demarcation concurrently, and to carry out joint research in sea waters out of the mouth of Beibu Bay as soon as possible.
Truong Tan Sang said that Vietnam is willing to implement the consensus between the two countries and to properly handle relevant issues through friendly consultations. Vietnam is ready to actively hold talks on demarcation and joint development in sea waters out of the mouth of Beibu Bay while making efforts to jointly safeguard maritime peace and stability, not letting the issue affect bilateral relations.
Following the talks, the two heads of state attended the signing ceremony of a number of cooperation documents including the Action Plan for Implementing the China-Vietnam Comprehensive Strategic Cooperative Partnership between the Government of the People's Republic of China and the Government of the Socialist Republic of Vietnam.
Prior to the talks, Xi Jinping held a welcome ceremony for Truong Tan Sang at the Square outside the East Gate of the Great Hall of the People. Vice Chairman Zhang Baowen of the Standing Committee of the National People's Congress (NPC), State Councilor Yang Jiechi and Vice Chairman Ma Biao of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) were present.
