1. “催生” boost fertility

“催生”也就是“鼓励生育”，fertility在这里就是“生育”的意思，“生育率”可以用fertility rate。也可以说boost birth rate。“解决生育率的问题”我们就可以用address low fertility rate。

There are many factors that can affect fertility.

有很多因素会影响生育能力。

In 2022, the fertility rate for China was 1.2 births per woman.

2022年中国的生育率为每名女性生育1.2个孩子。

If governments want to address the low fertility rate, they need to make child-rearing more affordable.

如果政府想解决生育率低的问题，就要让大家养得起孩子。

Some countries have financial incentives in place to encourage couples to have more children.

一些国家采取了经济激励措施，鼓励夫妻生育更多孩子。

2. 教育公平 education equity

equality和equity都有“平等”的意思，这两个词的区别在于：equality指的是人人拥有相同的资源、机会和义务等，例如“法律面前人人平等”；equity指的是每个人都有不同的处境，应根据不同的情况分配不同的资源，例如“富人多纳税，穷人少纳税”就是一种equity。

当我们谈论“教育公平”问题时，education equality侧重于所有学生都有同样的机会接受教育，education equity指的是为那些面临不利条件的学生提供额外的支持和资源，以便他们能够在教育中实现平等的成果和机会。所以，一般来说education equity用得更多。

I think we need to do more to promote education equity.

我认为推进教育公平我们还有很多要做。

I don't think it's fair that some students have access to better resources and opportunities than others.

有些人拥有更好的教育资源和机会，我认为这不公平。

We need to ensure that every student, regardless of their background, has the opportunity to reach their full potential.

我们要保证，无论背景如何，每个学生都有机会实现自己的潜能。

Providing extra tutoring and support to students from disadvantaged backgrounds is one way to promote education equity.

3. 本末倒置 put the cart before the horse

“把马车放到了马前面”，意思就是事情的次序弄错了。此外，我们还可以说reverse the primary and the secondary，reverse是“颠倒，反转”的意思，primary是“主要的，首要的”，secondary是“次要的”。

另外一个类似说法是invert the essential and the nonessential，同样，invert也是“反转”的意思，essential是“重要的，必须的”，nonessential则是“不重要的”。

Don't put the cart before the horse.

不要本末倒置。

Don't reverse the primary and the secondary, we should focus on solving the root cause of the problem.

不要本末倒置，我们应该着重解决问题的根本原因。

The teacher reminded the students not to reverse the primary and the secondary in their studies.

老师提醒学生在学习中不要本末倒置。

It's important not to invert the essential and the nonessential when making decisions.

做决策时，不要本末倒置是很重要的。

4. 不择手段 by fair means or foul

by fair means指的就是“公平手段”，foul则是“犯规的”，这个短语就是“要么就公平手段要么就卑鄙手段”，所以是“不择手段”的意思。此外，我们还可以用by any means necessary，“用任何必要的手段”，也就是“不择手段”。其他的说法包括：at all costs, what ever it takes等等。

He was determined to win the competition by fair means or foul.

他决心不择手段地赢得比赛。

The student was determined to get the highest grade and used any means necessary, even cheating on the exam.

学生为了拿最高分不择手段，甚至在考试中作弊。

We will win at all costs!

我们会不惜一切代价争取胜利！

I will do whatever it takes to achieve my dreams.

我会竭尽所能去实现我的梦想。

All's fair in love and war.

在爱情和战争中，一切都是合理的（你可以不择手段）。
