Beijing residents will soon need to provide identification when they register a new cellphone number or transfer an old one, authorities said on Wednesday.
The so-called real-name system, part of a draft regulation still under discussion, follows similar moves by many micro-blogging websites to get users to log their personal details.
据官方于周三发布的信息表明，不久以后，北京居民在购买手机号或更换手机号时需要提供证件。
这个称为实名制，是条例草案的一部分，目前还在讨论中，这是继许多微博网站让用户注册个人信息后出台的类似举措。

【讲解】

real-name system就是实名制。微博的表达方式是micro-blogging。
北京互联网信息办公室（Beijing Internet Information Office）副主任（deputy director）童立强表示，实名制政策将更好地保护个人利益（interests），一些通过手机进行的非法行为，如欺诈（fraud）和散播谣言（spreading rumors）将得到有效制止。同时手机实名制还有助于提升国家公信力（credibility）。
北京市公安局（Beijing Public Security Bureau），北京通信管理局（communication administration）以及北京经济和信息化委员会（commission of economy and information technology）都将参与到政策制订中。
中国三大电信巨头——中国移动（China Mobile），中国联通（China Unicom）和中国电信（China Telecom），其北京分店(branches)均表示欢迎实名制，为了遵循条例会制定具体措施。
