新加坡绞死被控贩毒非洲人(Singapore Hangs Africans on Drug Charges)

新加坡处死了两名走私毒品的非洲人，尽管尼日利亚总统此前请求给予从宽处理。新加坡肃毒局说，来自尼日利亚现年21岁的托奇和另一名无国籍非洲人马拉奇星期五早上被处以绞刑。尼日利亚总统奥巴桑乔曾敦请新加坡总理李显龙从宽处理。

托奇2004年因为携带727克、价值97万美元的海洛因在新加坡樟宜机场被捕。马拉奇被指控教唆罪。

大赦国际说，给托奇定罪的法官承认，在被告是否知道他携带的物品是海洛因的问题上存在疑问。新加坡的反毒品法是世界上最严厉的，携带15克以上海洛因的人就可判死刑。

Singapore has executed two Africans for drug smuggling despite a plea of clemency from Nigeria's president. Singapore's narcotics bureau said twenty-one year old Tochi from Nigeria and a stateless African named Malachy were hung Friday morning. Nigeria's President Olusegun Obasanjo had urged Singaporean Prime Minister Lee Hsien Loong to show leniency.

Tochi was arrested in 2004 at Singapore's Changi Airport carrying 727 grams of heroin, valued at 970-thousand dollars. Malachy was charged with having abetted the crime.

Amnesty International says the judge, who convicted Tochi, acknowledged the existence of doubts that the accused knew the substance he carried was heroin. Singapore has some of the world's harshest anti-drug laws, requiring the death penalty for trafficking more than 15 grams of heroin.

俄罗斯说，美国在中欧建立导弹防御系统的计划是“一个错误”。俄罗斯外交部发言人星期五说，在欧洲建立反导弹防御系统将会“对国际安全产生负面后果”。他说，尽管美国表示拦截导弹的项目不会针对俄罗斯，但是俄罗斯注意到驻欧洲美军一直在增加战略部队部份。

美国说，为了应对伊朗和北韩未来可能的远程导弹威胁，它希望在波兰和捷克共和国建立导弹防御系统。俄罗斯说，伊朗和北韩没有掌握可以打击欧洲的导弹。

Russia says a U.S. plan to set up a missile defense system in central Europe is a "mistake." A Russian Foreign Ministry spokesman said Friday creating an anti-missile defense system in Europe will have "negative consequences for international security." He says despite U.S. arguments that its interceptor missiles program would not be directed against Russia, Moscow has noticed a "strategic component" consistently added to the U.S. armed forces in Europe.

The United States says it wants to have missile defense sites in Poland and the Czech Republic to counter a possible long-range Iranian and North Korean missile threat in the future. Russia says that Iran and North Korea do not have missiles capable of striking Europe.
