大众汽车赞赏中国官员有关技术转让的保证

Volkswagen’s management has expressed cautious optimism that a dispute between foreign carmakers and China’s government over the protection of proprietary electric vehicle technology is heading towards resolution.

大众汽车(Volkswagen)管理层谨慎乐观地表示,外国汽车制造商与中国政府之间在保护电动汽车技术专利上的争论正朝着解决的方向前进。
Jochem Heizmann, chief executive of Volkswagen China, said on Tuesday in Shanghai that recent comments by senior Chinese officials that foreign carmakers are not required to share sensitive technology with local partners suggested things are “going in the right direction”.
大众汽车集团(中国)首席执行官约赫姆?海兹曼(Jochem Heizmann)周二在上海表示,中国高级官员最近评论称外国汽车制造商不是必须与本土合作伙伴分享敏感技术,这表明事情正“朝着正确的方向迈进”。
He was referring to a statement last month by Miao Wei, minister of industry and information technology, that the notion foreign companies would have to transfer technology to Chinese companies was a “misunderstanding”, and that it was “not mandatory for foreign-funded enterprises to transfer technology to China”.
他指的是中国工业和信息化部部长苗圩上月发表的声明。苗圩称,外国企业必须把技术转让给中国企业的说法是“误读”,“不是强制要求外资企业把技术转让到中国来”。
The commerce ministry also has denied any compulsory technology transfer for foreign investors in joint ventures.

While the disagreement has largely remained behind closed doors, the issue has become a sore point between foreign car companies and Beijing.

When Beijing allowed foreign carmakers to set up in China in the early 1980s, they were required to set up joint ventures with local manufacturers, as part of efforts to protect and expand the domestic industry. China has now surpassed the US to become the world’s biggest car market and a priority for the world’s top car companies. It is also the world’s largest market for NEVs.

上世纪80年代初,当北京方面允许外国汽车制造商在中国建厂时,要求外国厂商必须与中国制造商组建合资企业,这个要求是中国保护和发展本土汽车业的努力的一部分。如今中国已经超越美国,成为了世界最大的汽车市场,受到世界顶级汽车厂商的重视。中国也是世界最大的新能源汽车市场。
Volkswagen expects to begin producing battery-powered vehicles with its joint venture partner Anhui Jianghuai Automobile, or JAC, in 2018. Mr Heizmann denied that the German carmaker would have to transfer significant technology to JAC in order to do so. “Where we are developing pure battery cars together, combining what we can use from JAC, we are as well in a learning process with them,” he said.
大众预计,将于2018年开始与合资伙伴安徽江淮汽车(JAC)共同生产电动汽车。海兹曼否认大众为了这么做必须把重要技术转让给江淮。他称:“尽管我们在一起研发纯电动汽车,合并我们可以利用的江淮的资源,但我们也在和他们一起学习。”
