Jean-Claude Juncker has called for tighter EU integration based around the eurozone and Schengen open-border system and urged an end to member states’ veto powers in a push to unite the bloc ahead of Brexit.

In his annual State of the Union speech the president of the European Commission said the “wind is back in Europe’s sails” thanks to a strong economic recovery and the EU seeing off Eurosceptic electoral threats in Austria, the Netherlands and France.

“Let’s set sail and catch the wind,” Mr Juncker told the European Parliament in Strasbourg on Wednesday.

The optimistic tenor was a marked contrast to Mr Juncker’s address a year ago, delivered in the wake of the Brexit vote, when he warned the EU faced an “existential crisis” amid rising populism and a sputtering economy still struggling to recover from the eurozone debt crisis.

He called on seven member states outside the eurozone to join the EU’s common currency and the EU’s banking union project. But he ruled out the creation of a separate euro-area budget or parliament — ideas backed by France’s president Emmanuel Macron.

“If we want the euro to unite our continent rather than dividing it, it needs to not be the currency of just a select group of countries. The euro is destined to be the common currency of European Union,” said Mr Juncker.

The unashamedly ambitious vision for Europe, delivered in the closing stages of a German election campaign, aims to set the union on course to a summit in Transylvania in March 2019 that would mark Britain’s departure by endorsing a historic leap towards more power-sharing.
