He says it's important to think this through, before making a decision.
He says this should be based, on environmental data, and be made public.
By doing so, everyone in Beijing is informed, about how much the system, contributed to the environment.
He also points out, that the driving day system may not have been popular with everyone. So he says that requires a careful evaluation.
He says, that the government should respect people's views, because it affects their daily lives.
He recommends public hearings.
