One possible version:
In everyday life we often see some beggars begging in the streets. Recently some cities have passed the law to ban beggars from begging. Opinions are divided on whether it is right or wrong to ban the beggars from streets.
Some students are for the idea. They think beggars won’t do any good to our city’s image but only ruin it. What’s worse, some beggars are just taking advantage of other people’s compassion to make easy money because of their laziness.
On the other hand, other students think it isn’t right for the government to forbid the beggars to beg on the street. Some beggars really have problems in life. They beg to survive. The government should take some measures to help then find some proper working places.
In my opinion, It’s right for the government to ban beggars from begging. However, the government should manage to train the healthy beggars to master some professional skills so that they can survive on their own, or organize the old or the disable to live in the Rescue Center.
