Persistent uncertainty over the UK’s future relationship with the EU is holding back business investment and household spending, Mark Carney warned on Thursday, as the Bank of England cut its growth forecasts and left interest rates unchanged.

The central bank governor said the unpredictable nature of Brexit was weighing on supply and demand, with some companies already delaying decisions about entering new markets.

The bank expects investment in the UK economy to be 20 percentage points lower in 2020 than it had forecast before last year’s referendum on EU membership.

The BoE also said in its inflation report that it had revised down its forecast for growth this year, from 1.9 per cent to 1.7 per cent.

Mr Carney nevertheless said interest rates were likely to rise further over the next two years than markets were forecasting.

He said that with unemployment at a 40-year low and the economy unlikely to be able to sustain pre-crisis levels of growth in the future, the trade-off facing members of the BoE’s Monetary Policy Committee was changing.

Mr Carney said the bank was “getting to the point where we have done as much as we can” to support employment, adding that a priority was getting the inflation target back on track.

Sterling fell against the dollar and the euro after the BoE published the inflation report and announced that a majority of MPC members had voted to leave interest rates unchanged at 0.25 per cent. MPC members also voted unanimously to maintain the current level of gilt and corporate bond purchases.

Sterling fell 0.9 per cent to $1.31 following the bank’s announcements, and 1 per cent against the euro to 1.11.
