We found one news article in the USA which told the story of cops stopping teens in one town from shoveling snow because such a job was described as being an "unlicensed solicitor and peddler."

It's really up to the cops and the laws in the state, but we found at times youngsters have been stopped selling cookies or lemonade in the street.
