总的看，随着世界多极化、经济全球化的发展，世界和平、发展、合作的时代潮流更加强劲。展望未来，无论对中国、还是对世界而言，今后相当长的一段时期都将是一个难得的发展机遇期。
In sum, as the world moves towards multipolarity and greater economic globalization, the trend toward peace, development and cooperation has grown stronger. We have reason to believe that for quite a long time to come, China and the whole world will be blessed with important development opportunities.

中国的发展，离不开世界;中国的发展，不仅造福自身，也惠及世界。中国在有效克服国际金融危机不利影响，继续保持经济平稳较快发展的同时，再次以实际行动向世界表明，中国始终是促进世界和平与发展的坚定力量。
China cannot develop in isolation from the world and China’s development benefits not only itself but also the rest of the international community. China has been working hard to overcome the adverse impact of the financial crisis and maintain steady and fast economic growth. At the same time, it has shown to the world with concrete action that it is a staunch force for world peace and development.
中国积极致力于维护世界和平的崇高事业。中国维和部队的身影活跃在世界各地的联合国维和行动中，目前在联合国10项维和行动中有2039名中国维和人员，在安理会五常中居于首位。我们建设性参与地区热点问题的解决，努力维护朝鲜半岛和平稳定，推进半岛无核化进程，积极参与阿富汗和平重建等热点问题，促进地区的和平发展。我们妥善处理与邻国争议问题，维护双边关系和地区和平稳定大局。我们发挥负责任大国作用，积极参与防扩散、打击海盗等国际合作。近日，日本遭受历史罕见的特大地震灾害，我们感同身受，胡锦涛主席、吴邦国委员长和温家宝总理分别向日本天皇、国会领导人和菅直人首相致电慰问，胡主席还亲自去日本驻华使馆吊唁。中国迅速派出国际救援队，宣布向日方提供3000万元人民币的物资援助，无偿提供两万吨燃油。中国的一些友好团体、地方政府也纷纷通过各自渠道，向日方伸出援助之手，这一切充分体现了中国人民对日本人民的友好情谊。如你们所知，我们不赞成在国际关系中使用武力。我们高度关注利比亚局势的发展，已对向利比亚进行军事打击表示遗憾。我们主张遵循《联合国宪章》的宗旨与原则以及相关国际法准则，尊重利比亚的主权、独立、统一和领土完整。我们希望利比亚局势尽快恢复稳定，避免武装冲突升级造成更多平民伤亡。
First, China is committed to the noble cause of safeguarding world peace. China has taken an active part in UN peacekeeping operations. As we speak, 2,039 Chinese peacekeepers are performing their duties in ten UN peacekeeping missions, making China the largest contributor of peacekeeping personnel among the five permanent members of the UN Security Council. China has played a constructive role in resolving regional hotspot issues. We have made great efforts to maintain peace and stability on the Korean peninsula and advance the denuclearization process, taken an active part in Afghanistan’s peace and reconstruction endeavor, and worked hard for regional peace and development. We have properly handled disputes with neighboring countries in order to uphold the larger interests of bilateral relations and regional peace and stability. As a big and responsible country, China has been actively engaged in international cooperation on non-proliferation and counter-piracy. A few days ago, Japan was hit by a massive earthquake rarely seen in history. We share the pain of the Japanese people. President Hu Jintao, Chairman Wu Bangguo of the National People’s Congress and Premier Wen Jiabao sent messages of condolences to the Japanese emperor, leaders of the Japanese Diet and Prime Minister Naoto Kan respectively. President Hu personally went to the Japanese Embassy to express condolences. In the immediate aftermath of the earthquake, we sent a rescue team, pledged 30 million yuan of material assistance and provided 20,000 tons of fuel oil to Japan. Friendship groups and local governments in China also provided assistance through their own channels. All these fully demonstrate the friendly sentiments of the Chinese people towards the Japanese people. As you all know, we do not approve of the use of force in international relations. We have been following closely the developments in Libya and expressed regret over the military attack on Libya. We stand for respecting the sovereignty, independence, unity and territorial integrity of Libya in keeping with the purposes and principles of the UN Charter and relevant norms of international law. We hope the situation in Libya will return to stability as soon as possible in order to avoid any escalation of armed conflict that will lead to greater civilian casualties.
中国积极致力于促进世界经济的复苏与发展。2010年，中国国内生产总值增长9.6%，对世界经济增长的贡献率超过20%，成为抵御危机冲击、推动全球经济复苏的重要力量，也给世界经济增添了信心和希望。中国与各国贸易继续回稳向好，中日、中韩等贸易规模达到历史最高水平，中国从东盟进口额也增长了44.8%。中国还派出多个贸易投资促进团赴欧、美等进行采购，在欧债危机严峻的形势下增持一些欧洲国家的国债，以实际行动支持欧美克服困难、实现复苏。中国与非洲、拉美等地区的贸易也都实现了快速增长。我们保持人民币汇率的基本稳定，并努力推进人民币汇率形成机制改革，2010年人民币对美元升值幅度超过3%，体现了中国为促进全球经济稳定和发展做出的积极努力。
Second, China is committed to global economic recovery and growth. China’s GDP grew by 9.6% in 2010 and contributed over 20% to world economic growth, making China an important force in countering the financial crisis and promoting economic recovery. It has also boosted people’s hope and confidence about the world economy. China’s trade with other countries has steadily picked up. Last year, our trade with Japan and the ROK reached record highs and our imports from ASEAN grew by 44.8%. We sent several trade and investment promotion missions to Europe and the United States. When Europe was plunged into a serious debt crisis, we increased our bond holdings of some European countries. All these are concrete steps we have taken to support Europe and the United States in overcoming difficulties and achieving recovery. China’s trade with Africa and Latin America has also grown rapidly. We have maintained the basic stability of the RMB exchange rate and pressed ahead with the reform of the exchange rate regime. In 2010, the RMB appreciated more than 3% against the US dollar. This is yet another example of China’s efforts to enhance global economic stability and development.
