三是平衡好责任与义务的关系。作为国际社会负责任的一员，中国政府积极履行应尽的国际责任与义务，为此做出了不懈努力。在此，我想向各位朋友强调的一点是，中国仍然是一个发展中国家，按照联合国的标准，还有1.5亿人口需要脱贫，实现国家发展目标需要继续进行艰苦努力。如果能够换位思考，真正理解这一点，那么人们对于中国国际定位和国际责任问题的认识，就会更加客观、公正。随着自身实力的发展，中国将会继续为世界和平与发展事业做出更大的贡献。
The third point is in relation to responsibilities and obligations. As a responsible member of the international community, China has made unremitting efforts to fulfill its due international responsibilities and obligations. Here I wish to emphasize that China remains a developing country, with 150 million people living below the poverty line according to UN standard. It is a tall order to achieve our national development goals and we must continue to make strenuous efforts. If people from the outside can think along this line and truly appreciate this point, they will have a fairer and more objective view of China’s international position and responsibilities. This said, as China’s strength grows, we will make bigger contribution to world peace and development.

今年是中国“十二五”时期的开局之年，也是中国和平发展进程中承前启后的重要年份。中国始终不渝地奉行独立自主的和平外交政策，坚持走和平发展道路，坚持互利共赢的开放战略。我们将在和平共处五项原则的基础上，全方位推进对外合作，稳定发展与各大国关系，不断深化周边友好合作，加强与发展中国家的传统友谊，积极开展经济、安全和公共人文等各领域外交工作，为实施“十二五”规划和加快转变经济发展方式服好务，为顺利实现全面建设小康社会的宏伟目标创造更加有利的外部环境，为推动建设持久和平、共同繁荣的和谐世界做出不懈努力。
This year marks the beginning of China’s 12th Five-Year Plan period. It is an important year for China to build on past achievements and strive for new progress along the course of peaceful development. We will, as always, follow the independent foreign policy of peace, stick to the path of peaceful development and adhere to the win-win strategy of opening-up. We will pursue all-round cooperation with other countries on the basis of the Five Principles of Peaceful Coexistence. We will work for steady growth of relations with major countries, deepen friendly cooperation with neighboring countries, strengthen traditional friendship with developing countries, and actively engage in economic, security and public diplomacy. Through our effort on the diplomatic front, we will contribute to the implementation of the 12th Five-Year Plan and the endeavor to change economic development pattern. We will foster a more favorable external environment for building a moderately prosperous society in all respects, and make tireless efforts to build a harmonious world of lasting peace and common prosperity.
