新中国更加注重中非友好。大家想必都知道，1955年万隆会议上，新中国领导人与非洲国家领导人实现了历史性握手；中非建设者并肩战斗，修筑了凝结中非友谊的坦赞铁路。从1963年派出第一支援非医疗队至今，中国先后向非洲派出医疗队员1.7万多人次。他们大多驻扎在贫困偏远地区，克服生活、医疗条件差等困难，以精湛的医术、高尚的医德为非洲人民提供了优质的医疗服务，甚至有40多名优秀医生献出了宝贵的生命。中国的农业专家冒着酷暑，深入农村，手把手教非洲农民兄弟播种、施肥，用辛勤的汗水促进了非洲农业的发展。中国人民将永远铭记，非洲朋友为我们打开了恢复联合国合法席位的大门；北京奥运会火炬在"和平之城"达累斯萨拉姆顺利传递，弘扬了崇高的奥林匹克精神。我们更要感谢，非洲人民在2008年中国遭受特大地震灾害时伸出了无私的援助之手。这些都是中非人民风雨同舟、患难与共的生动写照。中国和非洲永远是"好朋友、好兄弟、好伙伴"。

The People's Republic of China is more committed to consolidating relations with Africa. I believe you all know the historic handshakes between Chinese and African leaderships at the Bandung Conference of 1955. Chinese and African construction workers have worked side by side on the Tazara Railway project, a symbol of China-Africa friendship. Since the dispatch of the first medical team in 1963, China has sent medical workers of over 17,000 person times to Africa. Most of them are stationed in remote areas with harsh living and medical conditions. Yet, they have provided quality medical service to local residents without asking for returns. 40 doctors even lost their lives for this great cause. Chinese agriculture experts have gone deep into the African countryside under scalding heat to teach African farmers how to seed and use fertilizer. Their commitment has promoted the development of agriculture on the African continent. For the Chinese people, we will always remember it was our African friends that opened up the door to China's legitimate seat in the United Nations. The Olympic torch relay carrying the Olympic spirits was concluded successfully in Dar es Salaam, the City of Peace. We owe also our deep gratitude to the African people for their selfless assistance after the devastating earthquake of 2008. These are the epitomes of the strong and all-weather brotherhood between Chinese and African people. China and Africa will always remain "good friends, good brothers and good partners".

中非互利合作持续快速发展。中国与非洲经济互补性强，非洲有丰富的自然资源，中国有大量成熟技术和较强的加工制造能力。新中国建立以来特别是改革开放以来，提倡发展中国家自力更生，主张缩小南北差距，对发展中非互利合作、扩大中非经贸往来高度重视。2006年中非合作论坛北京峰会的成功召开，揭开了中非经贸关系新的一页。两年多来，在中国与非洲各国的共同努力下，胡锦涛主席宣布的加强中非务实合作、支持非洲发展的8项政策措施逐步落实，中非经贸合作取得了新的成绩。中方通过设立中非发展基金、在非洲建立经贸合作区等方式，鼓励中国企业加大对非投资。在国际金融危机冲击不断加深、全球外商直接投资快速下滑的背景下，中国企业对非投资却逆势而上，今年上半年，对非直接投资5.52亿美元，尽管规模不大，但增长速度高达81%。据不完全统计，中国在非企业已超过1000家，非洲各个国家都能看到中国企业和中国人的身影；中方通过给予非洲国家部分输华产品免关税待遇、举办非洲商品展、派出采购团等措施，进一步向非洲开放市场，促进非洲商品向中国的出口。如今，南非的红酒、突尼斯的橄榄油、乌干达的咖啡、尼日利亚的木薯、埃塞俄比亚的芝麻，还有非洲著名的黑木雕等，已被中国消费者广为熟悉。中方通过提供优惠性质的贷款，支持非洲国家的基础设施建设，加纳布维水电站、津巴布韦水泥厂、赤道几内亚居民住宅、坦桑尼亚国家电信骨干网等一大批项目正在建设中，这必将促进非洲各国发展经济、改善民生。

China-Africa mutually beneficial cooperation is growing rapidly and sustainably. China and Africa enjoy strong economic mutual-complementarity. Africa has abundant natural resources. China has mature technology and processing and manufacturing capabilities. Since the founding of the People's Republic of China, especially since China implemented reform and opening-up, we have been calling for greater economic independence among developing countries and for narrowing the development gap between the South and the North. We attach great importance to developing mutually beneficial cooperation and economic engagement with Africa. The success of the China-Africa Cooperation Forum Beijing Summit in 2006 opened a new chapter in China-Africa economic history. Since then, thanks to the joint efforts of China and African nations, the 8 policy measures of cementing pragmatic cooperation and supporting African development announced by President Hu Jintao are now being gradually implemented. New progress has materialized in the area of trade and economic cooperation. By setting up the China-Africa Development Fund and building economic cooperation zones in Africa, China is encouraging Chinese enterprises to intensify investments in Africa. Against the backdrop of the deepening global financial crisis and sliding global foreign direct investment, Chinese enterprises have made more, not less, investment in Africa. In the first half of this year, China's direct investment in Africa amounted to 552 million USD. This remains a small figure, but it shows an increase of 81%. Preliminary statistics also suggest there are more than 1,000 Chinese enterprises operating in Africa. Chinese enterprises and people can be found in every African nation. By affording duty exemption for some African exports to China, by organizing African commodity fairs and by sending purchasing missions to Africa, China is opening up more to and promoting more imports from Africa. Now, Chinese consumers are already familiar with the red wine from South Africa, olive oil from Tunisia, coffee from Uganda, cassava from Nigeria, sesame from Ethiopia and the famous African dark wood carvings. By providing concessional loans, China is supporting infrastructure projects across Africa. The Bui hydro station in Ghana, cement plant in Zimbabwe, housing project in Equatorial Guinea, telecom network in Tanzania are examples of projects under construction. All this will surely promote economic prosperity and improve livelihood in Africa.
